Basically, a tax break or refund. Either because there was an overpayment in taxes, and the abatement's job is to set things right...or because there's a reduction in tax penalties for whatever reason. Maybe the IRS decided they like your face. Vastly different concept than mosquito abatement or fishing line hook a-bait-ment.
