Seeing an opportunity to earn some handsome legal fees, they provide the building's tenants with retainer agreements, along with letters promising a low-risk lawsuit which could win them money from the landlord. Pain and suffering. Medical expenses. Emotional trauma. These were all claims the attorneys encouraged their clients to make in order to be awarded punitive damages by the court, even if the claims were groundless.

That's barratry. Even though it's illegal in the United States, some attorneys still manage to encourage the filing of frivolous or groundless lawsuits in order to earn legal fees.
