Commercial property (as opposed to residential or agricultural) represents property specifically set aside for businesses. Besides the mall, you've got things like office parks or store fronts.
Some properties, like big-city high rises, are often mixed residential/commercial, with some floors set aside for apartments, but with stores on the ground floor and some space set aside for offices.
