It sounds like a somber and serious notification. Maybe part of a military court martial that strips a soldier of his medals. Either that, or the title of a 1980s action moving starring Steven Seagal and Jean-Claude Van Damme.

While serious, a notice of dishonor isn't treason-serious (though it also isn't ridiculous, like a Steven Seagal/Jean-Claude Van Damme movie). It represents the official notification from a bank that it won't honor some kind of financial instrument, like a check or draft.

You write a check for $200. However, you only have $14 in your bank account. As such, the check bounces. A notice of dishonor provides the official document your bank sends to the other bank, letting them know that the check is no good.
