This line is written by John in John 3:3.
So this Pharisee guy named Nicodemus comes to talk to Jesus one night, and they have a little conversation about being born again and stuff like that. Nicodemus is a little confused about the whole situation, but Jesus lets him know that the second birth is more of a spiritual thing. Don't worry, Nic, it's not as weird as it sounds.
