This line is spoken by Glenn Quagmire, voiced by Seth McFarlane, in the TV show Family Guy (1999-).

Is it us, or does Family Guy get wrong-er by the season? If you're easily offended, maybe you turned off the show after like… five minutes. If that's the case, you don't know that it's about the dysfunctional Griffin family and their politically incorrect shenanigans in a Rhode Island town called Quahog. The quote is the catchphrase of their horny neighbor Quagmire, who usually says it after saying something perverted.

We figure about 98% of you have heard it on Family Guy, and the rest of you have heard somebody say it at school or work—probably after they said something perv-y.

The show as a whole, which does a lot of spoofing of its own, got spoofed on South Park, when Cartman set out on a quest to get Family Guy cancelled. If you're not into edgy cartoons, maybe you heard Liz, of 30 Rock, say that liking the show was one of her boyfriend Dennis's many bad qualities.
