Miss Lily is Mortimer's sister. She lives with the secrets of her brother's suicide until Jack Burden wrestles the truths out of her. She gives Jack the paper evidence (Mortimer's suicide note) that proves that the Judge and the Governor sacrificed Littlepaugh to get ahead.
