Exactly how steamy is this story?

Although Cath and Levi fall in love, they don't have sex. The closest they get is a steamy make-out scene near the end, and it's implied that Cath finally lets Levi take off her shirt, but there's no graphic boob-touching.
The characters talk about sex, though, and everyone but Cath seems to have done it—for example, when Cath tells Wren she thinks she wants to sleep with Levi and asks if Wren has slept with Jandro, Wren's response is, "Duh." So while nobody gets it on on the page, sex is definitely on the table in this one.
