Tori is notorious. Her motivation is revenge, and that's pretty much the thing that defines her. She'll do anything to get back at Jeanine for killing her brother, George Wu. She decides to execute Eric so that Jack Kang cannot accede to Jeanine's demands. And even when Tris begs Tori to spare Jeanine so that they can access data that might change the world, Tori still stabs Jeanine to death.
We don't really have anything else to say about Tori. We're afraid if we say anything else about her, she'll kill us. Hey, that's one positive thing: at least she's predictable and consistent.
