Qualifications
The qualifications are technically none. If you can convince some actor you're going to make their life better, and they agree to pay you in return—boom, you're a talent manager. But if you want to reel in the really big fish, you should have a good reputation in the industry, a slew of favorable connections, and a keen business sense (source). In fact, a business degree may not be a bad idea.
