You know morality: that thing that determines when something is right and wrong. It's like Jiminity Cricket, only large-scale.
Throughout the speech, Reagan talks again and again about morality, referring to both the United States and the Soviet Union. He does so to highlight the differences between the two countries, to help his audience look at the issue—U.S. vs. USSR—in a different light.
For so long, people were focused on nuclear weapons, and the danger of both sides having access to them. But by focusing so much on the morals, or lack thereof, that define life for citizens in the U.S. and the USSR, Reagan wanted his audience to understand that the problem went so much deeper than weapons and violence, and therefore had to be fought at a different level.
