He will become a sanctuary, a stone one strikes against; for both houses of Israel he will become a rock one stumbles over—a trap and a snare for the inhabitants of Jerusalem. And many among them shall stumble; they shall fall and be broken; they shall be snared and taken. (NRSV 8:11-15)

God urges people not to worry too much about whatever conspiratorial, human nonsense is going on. They should put their attention on him. He's the one who'll take care of it.

The people of Israel, in this passage, are sorely lacking in loyalty. They're wandering around in confusion, failing to listen to God.

Isaiah predicts that, in the future, when God has finally saved the people and demonstrated his power to them, they're going to reach a perfect state of loyalty and praise that they hadn't really been capable of reaching before.
