Mr. Furley is Mr. Tulliver’s rather ineffectual lawyer. Furley is described as being rather old-fashioned, which is probably why Mr. Tulliver hired him. Old-fashioned people have to stick together after all. Mr. Furley ends up losing Mr. Tulliver’s case to Mr. Wakem, who is definitely the more effectual lawyer.
