The Joker
When a guy's stated purpose is to reduce an entire metropolis to screaming chaos, we're pretty sure where he stands on this list. The Joker makes a particularly tough antagonist because Bruce can't figure out his motives. He doesn't want money or power like the city's other criminals do. He just wants to destroy everything, and because he quite literally doesn't care about anything, including his own life, Bruce has no idea when or where he'll strike next. "This is what happens when an unstoppable force meets an immovable object," he cackles at the film's conclusion, and he's right. Batman needs to give up everything he has to stop this guy, and (the tragic death of the star notwithstanding) we're left with the ominous implication that this little incident is only the beginning.
