Rispah is a "tall, chesty redhead" (3.161) whom Alanna encounters in the Dancing Dove. George introduces her as "the Queen of the ladies who follow the Rogue" (3.168). Nice. We suspect that this is a polite way of saying she's a sex worker, though it's certainly possible that there are lady thieves who follow the Rogue.
