- It's beginning to look a lot like Christmas, which is a rare thing for the Oklahoma panhandle. Billie Jo can't believe it—big, fluffy Frosty the Snowman snowflakes are falling from the sky. She watches the flakes melt into the dirt and thinks of how it will make things grow.
